Article 1 If a child enters an educational care service institution midway to receive educational care services, the date of actual entry into the educational care service institution shall be the base date for charging, and fees shall be charged in accordance with the following regulations:

1. Tuition and miscellaneous fees:

(1) After the start date of the semester’s education protection service, those who enter the education protection service institution to receive education protection services within one-third of the semester will be charged the full fee.
(2) After the start date of the semester’s education protection service, those who enter the education protection service institution to receive education protection services more than one-third of the semester but less than two-thirds of the semester will be charged two-thirds of the fee.
(3) After the start date of the semester's education protection services, those who enter the education protection service institution to receive education protection services for more than two-thirds of the semester will be charged one-third of the fee.

2. Agency fee: Charges are based on the ratio of the actual number of months the child has been studying and the actual number of days the child has been studying in the month to the number of days of educational security services in the month.

3. Collection: It shall be handled in accordance with Taipei City Student and Child Group Insurance Autonomy Regulations, Taipei City Kindergarten Parents Association Establishment Regulations, and Taipei City Public and Private Primary Schools and Junior High Schools Miscellaneous Fees and Collection Agency Fees Collection and Expenditure Regulations.

Article 2 If a child cannot continue to attend school due to some reason and leaves the education and health care service institution, the education and health care service institution shall handle refunds in accordance with the following provisions:

1. Tuition and miscellaneous fees:

  1. (1) Those who leave the educational security service institution before the start date of the semester’s educational security service will be fully refunded.
  2. (2) After the start date of the semester’s educational security services, those who leave the educational security service institution within one-third of the semester will be refunded two-thirds of the fees. (3) After the start date of the semester’s educational security service, if the student leaves the educational security service institution more than one-third of the semester but less than two-thirds of the semester, one-third of the fee will be refunded.
  3. (4) After the start date of the semester’s educational security service, no refund will be given if the student leaves the educational security service institution more than two-thirds of the semester.

2. Agency fee: Refund will be based on the proportion of the number of months the child has not been in school and the number of days the child has not been in school in the month and the number of days of educational care services in the month; the material fee will not be refunded if the materials have been purchased and made into finished products, and the finished products should be returned.

3. Collection agency: According to Taipei City Student and Child Group Insurance Autonomy Regulations, Taipei City Kindergarten Parent Association Establishment Regulations, Taipei City Public and Private Primary Schools and Junior High Schools Miscellaneous Fees and Collection Agency Fees Collection and Expenditure Regulations, etc. When the education and health service institution refunds fees in accordance with the provisions of the preceding paragraph, it shall issue a refund certificate and list the items and amounts refunded.

Article 3 If a child asks for leave for some reason and completes the leave application procedures one day before the holiday is requested, and the number of leave requests lasts for more than five consecutive school days, the education and health care service agency shall base the decision on the ratio of the number of leave requests and the number of education and health care service days in the month. Lunch fees and snack fees during the leave period will be refunded, and other items will not be refunded.

Schools are forced to be suspended due to statutory infectious diseases, epidemics or epidemics, etc. If children cooperate with the suspension of classes during the suspension period, the lunch fees and snack fees during the suspension period shall be refunded based on the ratio of the number of days of cooperation to the number of days of educational care services in the month. , the remaining items will not be refunded. If national holidays, Lunar New Year and other consecutive holidays last for more than five days (including statutory holidays), the lunch fee and snack fee during the holiday period shall be deducted in advance based on the ratio of the number of holidays to the number of educational security service days in the month. The remaining items will not be deducted or refunded . However, no deductions or refunds will be made for flexible holidays when make-up lessons are required. The first three provisions shall apply mutatis mutandis to the refund of extended care service fees.

Article 4 Educational care service institutions should note in the fee regulations and payment receipts the basis for collection and refund, the date when the child actually enters the education care service institution to receive education care services, and the start and end date of education care services for the whole semester. The insurance service agency and the child's parents or guardians each receive a copy.
